In order to address the mental health issues this vulnerable population faces, policymakers must allocate the funds and implement structural changes. As such, their leadership and authority are essential. We can pass legislative changes that will make it easier for these programs to be implemented successfully if we can have your lobbying and support.

By working together, we can combine our knowledge and resources to make the most difference in our young adults’ and adolescents’ mental health. The design and implementation of mental health services are shaped by the essential insights and experiences that healthcare providers provide as frontline caregivers. Ensuring the success of these interventions and improving the quality of care for individuals in need depends heavily on your active participation and support.  When it comes to tackling the mental health issues that our young people confront, health educators play a critical role in promoting mental health awareness and providing assistance to pupils. We can make sure mental health treatments are available in school settings, where they can have the biggest impact, by collaborating closely with you. Lastly, parents and community members are essential to our joint efforts to enhance the adolescents and young adults in our community’s mental health and general well-being. Your opinions and participation will encourage a feeling of pride and commitment in the suggested modifications, guaranteeing that they are receptive to the requirements and preferences of the people we assist. Social Determinants Affecting Health in the Community

Limited health education within the Jordan community has led to significant issues, such as poor mental health among the younger population. The lack of resources needed to educate both health educators and community members has hindered efforts to improve health literacy and the overall psychological and physical well-being of young people. Parents are also suffering from this insufficiency, as they witness their children being affected by negative behaviors and thoughts of suicide. The financial condition of individuals and families in the Jordanian society is a significant factor in influencing their access to resources and health possibilities, in addition to the aforementioned educational hurdles. Inequalities in educational attainment and financial levels have restricted the capacity of the local population to obtain wholesome food, pay for healthcare, and adopt preventive health practices. The existence of programs such as the Jordan Food Shelf implies that certain inhabitants face difficulties in obtaining sufficient sustenance, underscoring the noteworthy influence of socioeconomic variables on health consequences (Capella University, n.d.). These socioeconomic determinants of health are successfully addressed by our suggested healthcare system by offering the required.

Synopsis of the Windshield Survey and Environmental Analysis Findings

Positive Aspects of the Community

Jordan, Minnesota, is a well-developed municipality with a number of advantageous attributes, according to the windshield survey. The city is home to a number of cutting-edge educational facilities, such as public libraries, education centers, and schools, all of which provide a variety of extracurricular and academic programs and are outfitted with cutting-edge technology. Medical services are robust, with major providers like St. Francis Healthcare Services offering comprehensive care, including inpatient, outpatient, emergency, dental, and chiropractic services. The existing recreation center, Lagoon Park, and downtown amenities provide residents with ample opportunities for fitness, leisure, and essential services. The presence of numerous churches supports spiritual well-being, contributing positively to the community’s overall health (City of Jordan, Minnesota, 2015).

Opportunities for Improvement

In Jordan, comprehensive programs that integrate mental health education can be strengthened through integration into curricula and community outreach projects. This will enable people to identify, comprehend, and proactively address mental health issues. By organizing conferences, workshops, and awareness campaigns, supportive settings may be created that lessen stigma and encourage people to seek help. This will help the Jordanian community develop a supportive and empathic culture. These areas of potential will be addressed by our reform plan, which will also improve community well-being.

Change Proposal Summary

The change proposal is centered on treating mental health illnesses in Jordanian youth and young adults. It promotes a number of important measures to increase mental health service accessibility and give at-risk people prompt support. The proposal’s development of mental health centers in educational settings is a crucial element. By partnering with schools, these centers would offer on-site support and counseling from psychologists, psychiatrists, and counselors to students. This initiative aims to ensure that students receive necessary mental health care directly within their educational environment. Stakeholder engagement is also essential for the success of this proposal. Effective support and implementation of the suggested reforms will require cooperation with government agencies, healthcare providers, community organizations, and school administration. Their involvement will help ensure that the initiatives are properly executed and reach those in need. Additionally, resource allocation and training are fundamental to the proposal. This includes infrastructure, personnel, and finances for the mental health facilities. The idea also calls for offering educational and medical practitioners that are involved in providing these services with training programs. When combined, these elements seek to improve youth mental health support, effectively address mental health issues, and promote a healthy community. 

Benefits of the Change to the Community and Stakeholders

Good cooperation with pertinent Jordanian community stakeholders can have a major positive impact on mental health. Young adults would directly benefit from improved access to mental health services and prompt intervention as a result of this cooperative effort. Through the establishment of mental health clinics inside school settings and active collaboration with various stakeholders, it is possible to guarantee that youth receive timely and efficient support. Improved cooperation among schools, community members, and healthcare professionals will support a more comprehensive strategy for tackling mental health concerns. This cooperation will lead to better coordination of care and more comprehensive support for individuals struggling with mental health challenges (Wiedermann et al., 2023).  Another key benefit is the reduction of stigma surrounding mental illness. Through increased awareness and open dialogue, the community can work towards eliminating the misconceptions and negative attitudes that often prevent individuals from seeking help (Eiroa-Orosa et al., 2021). Furthermore, the proactive approach will help in preventing harmful outcomes such as suicides and improving overall mental health. By providing early intervention and support, we can mitigate the risks and improve the overall well-being of young adults in the Jordan community. Ultimately, these efforts will lead to a significant improvement in the overall health and quality of life for young adults, creating a more supportive and resilient community (Colizzi et al., 2020).

Rationale for Policy and Financial Support

Implementing effective changes in the Jordan community’s healthcare system necessitates robust policy support to drive systemic improvements and address current challenges. Policy support is fundamental in creating a regulatory framework that ensures the successful integration of new programs and services. This involves setting clear guidelines, standards, and protocols for establishing mental health centers within educational settings and other related initiatives. Policies are crucial for defining the scope of mental health services, outlining procedures for intervention programs, and managing resource allocation, including funding. Adequate financial support is vital for the establishment and maintenance of mental health facilities, the use of research-based initiatives, and the provision of training for educators and healthcare providers. This support ensures that initiatives remain effective and sustainable over time (Hertelendy et al., 2020). Specific policy changes and funding requirements include establishing and sustaining mental health facilities in educational settings, putting evidence-based mental health treatment programs into practice, and giving educators and medical professionals chances for professional growth. Along with guaranteeing confidentiality, access to care, and legal protections for those in need of assistance, raising awareness of and eradicating the stigma associated with mental health concerns is another critical task. In order to address mental health concerns, federal policies can provide essential funds, resources, and guidance on a national level, including grants and legislative initiatives. State governments play a key role in healthcare policy through provider licensing, Medicaid management, and mental health funding, while also supporting local programs tailored to community-specific needs. Local governments can further enhance community-based interventions by enacting policies and ordinances that facilitate the establishment of mental health centers and promote partnerships with local service providers (Hertelendy et al., 2020).

Assumptions Held by Policymakers

Policymakers, community members, and healthcare providers hold several key assumptions underpinning current mental health policies. They recognize that mental health and related issues are intricate and require comprehensive, multi-sectoral solutions (Moroz et al., 2020). It is widely believed that reactive issue solving is less advantageous and more expensive than early intervention and prevention (Moroz et al., 2020). To effectively meet the demands of community health, it is believed that coordination and effective collaboration across stakeholders are essential (Javed et al., 2021). It is anticipated that policies will give equity, accessibility, and quality of care first priority, guaranteeing that all people, irrespective of their background or socioeconomic level, receive appropriate support (Hertelendy et al., 2020). Addressing the stigma surrounding mental illness through education, advocacy, and awareness campaigns is also considered essential (Eiroa-Orosa et al., 2021). Finally, there is a consensus that sufficient, evidence-based initiatives and programs within the healthcare system require ample financing and resources (Hertelendy et al., 2020). The creation and execution of programs targeted at enhancing community mental health outcomes are guided by these presumptions. 

Compelling Evidence for Proposed Changes

Robust evidence indicating the possible effectiveness of the proposed improvements to the healthcare system aimed at improving mental health among kids in the Jordan community supports the modifications. Studies demonstrate the advantages of incorporating mental health care into school environments. McGorry et al. (2022) highlight the benefits of expanding integrated mental health care models for young people, stressing the significance of coherent and easily available services in addressing mental health issues. Evidence also demonstrates the importance of professional development and training for educators and medical professionals in enhancing mental health services. Research by Mongelli et al. (2020) and Kuyken et al. (2022) demonstrates that such training enhances professionals’ ability to identify and manage mental health issues, improving their knowledge, attitudes, and skills related to prevention and intervention. Drawing from these research findings, the proposal effectively argues for the implementation of evidence-based mental health interventions within the healthcare system, offering a clear strategy for tackling critical mental health challenges among youth.

Broad Budget Estimates

The budget for expanding mental health services within schools in the Jordan community has been carefully structured to address all critical aspects of the initiative. The total revised budget is $228,000, adjusted from an initial estimate of $260,000 to better reflect actual needs and cost efficiencies. A significant portion of the budget, amounting to $150,000, is allocated to personnel costs. This includes $80,000 for a project manager responsible for overseeing the entire initiative from planning through evaluation, $50,000 for support staff who will assist with the implementation and operation of mental health services, and $20,000 for roles focused on community outreach and mental health education within schools. Fringe benefits totaling $30,000 cover essential employee benefits, including health insurance and retirement contributions, which are crucial for retaining skilled staff. Consultation and contract services, initially budgeted at $40,000, have been revised to $20,000. This adjustment reflects a more accurate estimate of the external expertise needed for establishing mental health services in schools and conducting stakeholder engagement workshops. The equipment budget has been revised from $15,000 to $10,000 to align with the actual requirements for computers, software, and office supplies necessary for the implementation of mental health programs in educational settings. The materials budget, initially set at $10,000, has been reduced to $5,000, reflecting the actual costs of producing educational materials and resources for mental health outreach within schools. Travel expenses have been lowered from $10,000 to $8,000, demonstrating cost optimizations for staff travel related to training and program implementation in educational institutions. A contingency fund of $5,000 is included to cover any unforeseen expenses, ensuring the project can remain flexible and manage unexpected costs without disrupting the overall budget. This revised budget of $228,000 provides a comprehensive and realistic financial framework for expanding mental health services within schools in the Jordan community, ensuring all critical areas are adequately funded while incorporating cost-saving measures where possible.

Plan for Transformational, Evidence-based Change

The vision for transformational change within the Jordan community’s school system is to establish a robust and inclusive mental health support framework for students. This vision aims to significantly improve mental health outcomes, increase accessibility to essential mental health treatments and smoothly incorporate mental health care into the educational setting. Clearly outlining our goals, such as providing comprehensive mental health services in schools and expanding kids’ access to mental health resources, is the first step in leading this change, enhancing the coordination between educational and mental health professionals, and fostering a supportive and informed school community through targeted outreach and education.

Change Strategy

To guide the implementation of mental health services within the schools of the Jordan community, we will utilize Lewin’s Change Management Model, a structured approach to transformation. This model includes three key stages: Unfreeze, Change, and Refreeze. In the Unfreeze stage, we will build awareness of the need for enhanced mental health support by emphasizing the benefits of comprehensive mental health services in schools and addressing any initial resistance. This involves engaging stakeholders, such as school administrators, educators, parents, and mental health professionals, to garner their support and create a coalition for driving the initiative forward. During the Change phase, we will put the new mental health services into practice. This includes establishing mental health centers within schools, removing any barriers to service adoption, and providing the necessary resources and training for educators and mental health staff. We will also closely monitor the implementation process, making adjustments as needed to address challenges and ensure the effective integration of mental health services. In the Refreeze stage, we will solidify the changes by embedding the new mental health practices into the school culture. This involves reinforcing new behaviors, updating school policies to support mental health initiatives, and continuously evaluating the impact of these changes to ensure they become a permanent and effective part of the educational environment (Burnes, 2020).

Changes in Organizational Culture

To support and sustain these changes, the organizational culture must evolve. Promoting a culture of openness and inclusivity will ensure that staff and community members feel valued. Embedding the changes into daily practices will help maintain momentum. Supporting continuous learning will integrate these practices into the organization’s core values. Effective communication will be vital to the success of this change initiative. We will develop a comprehensive communication plan that outlines how and when information will be shared, utilizing various channels such as emails, meetings, and community events to reach different audiences. Providing feedback mechanisms will allow us to address concerns and adjust our approach as needed, while maintaining transparency throughout the process will build trust and support among all stakeholders (Suprapti et al., 2020).

Vision for Future Wellness, Health, and Role of Visionary Leadership

The future of mental health care in Jordan holds significant promise, driven by advancements in technology, a growing emphasis on preventive care, and an increasing focus on holistic health approaches. Innovations such as telemedicine and artificial intelligence are set to transform mental health services by making care more personalized and accessible. These advancements will facilitate better integration of mental health services within schools, streamline the support processes, and enhance overall care delivery. Additionally, a shift towards preventive mental health care will address issues before they escalate, promoting healthier emotional and psychological well-being among students and reducing the need for more intensive interventions later (Colizzi et al., 2020). Visionary leaders will play a crucial role in achieving these goals by guiding the implementation of mental health programs and ensuring that the strategic vision is realized. They must champion change, inspire their teams, and foster a culture of innovation and collaboration. Effective leadership will involve navigating the complexities of integrating mental health services within educational settings, promoting preventive care practices, and adapting to the evolving needs of the Jordanian community (Robbins et al., 2020). Leaders will need to set a clear vision, engage stakeholders, and drive the organization towards higher standards of mental health care and equity in service access. Assumptions underpinning this vision include the continued advancement of mental health technologies, increased engagement from students and educators, and the successful adaptation of schools to new mental health support models. Investments in technology and preventive care are expected to lead to improved mental health outcomes and greater efficiency in service delivery. To drive this change effectively, a transformational leadership style is particularly suitable. Transformational leaders inspire and motivate their teams by creating a compelling vision for enhanced mental health support and fostering an environment of continuous improvement and innovation. This leadership style supports the adoption of new mental health practices, encourages collaboration across educational and mental health departments, and drives organizational change. By embracing this approach, leaders can effectively guide Jordan’s schools through the complex process of enhancing mental health support, ultimately achieving the desired outcomes and improving the overall well-being of students (Robbins et al., 2020).

Cultivating Stakeholder Interest and Support

Encouraging active involvement from all parties involved in our common vision of bettering community mental health is our aim. Collaboration and dedication from educators, parents, local businesses, leaders in the community, healthcare providers, legislators, and community members are necessary for this. A strong vision for change must be communicated in order to effectively communicate the overall aims and objectives of the suggested mental health initiatives. Due to its alignment with their values and priorities—such as improving community well-being and lessening the burden of mental health issues—this vision ought to strike a chord with stakeholders (Men et al., 2020). Recognizing potential roadblocks to change, such as resource constraints, logistical difficulties, or opposition to novel approaches, is a necessary step in anticipating stakeholder concerns. Stakeholders are more likely to feel reassured and supportive of the planned changes if these concerns are addressed early on and evidence-based solutions are provided. To allay fears and boost trust in the mental health programs, for example, talking about financial requirements and providing methods for overcoming implementation obstacles might be helpful. Furthermore, admitting possible risks shows responsibility and openness, both of which are essential for gaining stakeholders’ confidence and trust (Franklin, 2020). Through candid discussion of the unknowns and difficulties associated with bringing about change, stakeholders can have a positive discourse and help to improve and fortify the suggested mental health initiatives.

Conclusion

In conclusion, the proposed initiative represents a significant step forward in addressing the mental health challenges faced by students in our community. By establishing mental health centers within schools, engaging key stakeholders, and securing necessary policy and financial support, we can create a robust framework for mental health care that will have a lasting impact. Through a strategic, evidence-based approach, and with the guidance of visionary leadership, we can build a healthier future for our youth, ensuring that they have the support and resources they need to thrive both mentally and physically.
